Taper of the branches from center to tip is important to give scale
Any larger branches further out should be cut back—the larger the branch the further the cut back

During the winter dormancy after pruning can wire branches closer and upward. Deciduous more than conifers, loosely clustered.

In spring the wire is removed and branches will relax.

A true broom would have all branches emerge from a trunk chop. This style is more informal upright.
